Chapter two   Identification and training of party activists

Article 16   Party organizations must conduct political review of development targets.

Chapter Four   Reception of preliminary party members

Article 18   Receiving preparatory party members shall be handled in strict accordance with the procedures stipulated in the party constitution.

Article 21   The main procedures for the branch conference to discuss the preparation of party members are:

Article 22   The party branch shall promptly write the resolution of the branch conference into the "Volunteer's Letter to Join the Communist Party of China", together with my application for membership, political review materials, training and educational inspection materials, etc., and submit it to the higher party committee for approval.

Article 23   Preparatory party members must be examined and approved by the Party Committee (Working Committee, the same below).

The township (street) party committees at the grass-roots level cannot approve reserve party members, but they should review the reserve party members accepted by the branch conference.

The general party branch cannot approve reserve party members, but it should review the reserve party members accepted by the branch conference.

Unless otherwise provided, temporary party organizations cannot accept or approve reserve party members.

The party group cannot approve reserve party members.

Article 24   Before examining and approving a party committee, the party committee member or organizer should be assigned to speak with the development target to further understand and help the development target to improve their understanding of the party. Article 25   Party committees must approve and prepare party members for collective discussion and voting.

Article 28   Those who have heroically dedicated themselves to the interests of the party and the people in the cause of socialism with Chinese characteristics, have outstanding deeds, and have a great influence within a certain range. Those who have consistently performed well in life and have made demands for party organizations to join the party can be considered party members.

The ratification of party members must be strictly controlled. After discussion and decision by the party organization of the unit, it is reviewed by the party committee at a higher level and reported to the provincial party committee for approval.

Article 29   The party organization shall promptly incorporate the reserve party members approved by the superior party committee into the party branch and party group, and continue to educate and inspect the reserve party members.

Article 30   Preparatory party members must take an oath of membership in front of the party flag. The oath of joining the party is usually organized by the grass-roots party committee or party branch (general party branch).

Article 31   Party organizations should educate and inspect the party members by means of the party's organizational life, listening to their own reports, individual talks, concentrated training, and practical exercises.

Article 32   The preparation period for preparing party members is one year. The preparatory period starts from the date when the branch conference adopts it as a preparatory party member.

At the end of the preparatory period for party members, the party branch should discuss in a timely manner whether it can become a full party member. Those who conscientiously fulfill the obligations of party members and have the qualifications of a party member shall be converted into formal party members on schedule; those who need to continue their inspection and education may extend the preparatory period, the extension time shall not be less than half a year, and the longest shall not exceed one year; Where party members are qualified, their qualifications for preparatory party membership shall be cancelled.

The reserve party members violate the party discipline and the circumstances are relatively light. If they can still retain the qualifications of reserve party members, they should be criticized or educated or the reserve period should be extended; if the circumstances are more serious, their reserve party membership should be cancelled.

The conversion of a reserve party member into a formal party member, extension of the reserve period, or disqualification of a reserve party member shall be discussed and approved by the branch conference and approved by a higher-level party organization.

Article 33   The formalities for preparing a party member for normalization are: I submit a written application to the party branch for correction; the party group submits opinions; the party branch solicits opinions from the party members and the masses; the branch committee reviews; the branch conference discusses and passes the vote;

Article 34   The Party Committee shall review and approve the resolution submitted by the party branch to prepare the party members for normalization within three months. The party age of a party member counts from the date when the preparatory period is changed to full membership.

Article 35   Changes in the work and study of the party members (residence place) where the preparatory period has not expired should be reported to the party organization in which they belonged. The party organization shall conduct strict examination of the party membership materials of the transferred preparatory party members, and the preparatory party members that cannot be identified shall be reported to the party committee organization department at or above the county level for approval and shall not be recognized.

Article 36   At the expiry of the preparatory period, the grass-roots party organization may postpone the discussion of the normalization issue if its preparatory period expires, and the postponement period shall not exceed six months. In the case of a full-fledged party member, the normalization time shall be counted from the date on which the preparatory period expires.

Article 37   After the party members have been converted, the party branch should promptly submit its "Commission for the Chinese Communist Party", application for membership, political review materials, application for normalization, and training and education materials to the Party Committee and store it in their personnel files. If there is no personnel file, a party member file shall be established and kept by the party committee or county party committee organization department.

Chapter Six   Leadership and discipline in developing party members

Article 38   Party committees at all levels should include the work of developing party members on the important agenda and the responsibility system for party building work as an important part of party building work reporting, evaluation, assessment, and open party affairs.

For the development of party members, city (prefecture, state, league), county (city, district, and flag) party committees check every six months, and provincial, autonomous region, and municipality party committees check once a year. Article 39   Organizational departments of party committees at all levels should report to the party committees at the same level and higher-level party committee organizational departments on the work and development plans of party members, and truthfully reflect the problems with tendencies and the investigation and punishment of party members who violate regulations.

Article 40   Party committees at the county level and above and their organizational departments should attach great importance to the selection, deployment and training of organizers, and give full play to their role in the development of party members.

Article 41   Party organizations at all levels should seriously investigate and punish violations of discipline and rules and irregularities in the development of party members. Critical education should be given to party organizations that fail to adhere to standards, fail to comply with procedures, exceed the time limit for examination and approval, develop training and investigation failures, and have unscrupulous inspection controls, as well as those responsible for it, and those directly responsible.
